It is silica gel. It absorbs moisture. The following is from a poison control site:

Actually, it's a desiccant of some sort. A desiccant absorbs moisture so that whatever it's packed with will have reduced exposure to said moisture, thus helping to keep metal from rusting, pills from ruining, and electronics from shorting out.
