Since you might be walking from a bus stop to the business, or even walking all the way there, here's my idea:
Wear a sheath dress (or skirt and top) that is sleeveless and when you get to the business slip on the matching blazer in the bathroom AFTER patting your sweat off with a cool, slightly damp paper towel. Bring some deodorant in your purse and reapply that before putting on the sleeves, too.

Even better: If there is a library, restaurant, or other place near the business where you will be interviewed, plan to arrive there 20-30 min before your interview time. That way you will have a chance to cool off before the meeting. I think all the rules of workwear still apply, the key is to not look like you just ran a marathon
